Depends on what their purpose for downloading is.
If they are downloading fir the purpose of selling, yes.
Because,I'm the one of who often download music

If you consider downloading music or movies is illegal like buying a copied CD, you should buy
genuine Windows to install in your laptop first.
Many Thai people are using illegal computers because of using illegal operating systems.
The price for the genuine one is about 3000 baht- 7000 baht.
Thai people forget that the computer they are using is also illegal.
So I think those people shouldn't be punished. The company which produces the songs
should find out how to solve this problems.
